I will instance some

of the acts of despoism by a notice served upon me behalf of the clauitury Board through the Izimavent Committee to clanss color wush and disinfect a vacant shop in Yau Ma Tee to the satisfaction of the Permanent Committee where no sickness had taken placediorogand to such notice subjecting. me to x fine of $200. or to imprisonment not Exceeding six months f. This notice was the first intimation. I had oftic requirement but which at the same time contains a throat in cast of default or refusal where no such default or refusal had taken place. My inclination was at first not to do it. The threat remains aud is remembered for the future. And another instance... nocturnal visits were made to private residences in Pottinger and Chinese Streets by the employees of the Ivrmanent bommitter the tenants who are the wives and children of men engaged in business here will not stay if subject to such unwarrantable acts and I shall lose,

lose my kuants. These acts shew a state of things which might have existed 300 years ago but in the last decade of the 19th Century thegane altogether

unwarranted.

The sooner the Permanent Committee of the Fanitary Board be abdished and also the Sanitary Board itself the better will it be for the Colony and all concerned; the latter has shown itself parfectly incompistant and no cless.

: arrangement of the Colony. I would suggest be placed. under one head who should be a trained and experienced and responsible professional Tanitary Engineer of so many years standing and that whatever it may cost the Government to obtain such au Officer it will be found to be money well expended.
